I see lots of recycling info but nothing on the threat of fines.
The only things I can see that go into the garbage for us would be food waste like coffee filters and tea bags, paper towels, plates and cups, styrofoam cups and plastic wrappings. Most everything else would be recyclable and carried back home.
My personal problem when camping is, with the greater limitation of water I really resist washing my few smelly tin cans and prefer to toss them into the garbage. I guess I could double bag them and cart them home along with all the rest of my recyclables. The older but reliable way to deal with tins when back packing / camping was to burn them out in the campfire (so as not to attract bears) and then crush them and bag them and carry them out. But that isn't the 'sensible' option today.
With so many restrictions on what goes in the bin I personally -- for me -- don't see a need for the dumpster. I do appreciate the johns though.

Here's what I'm thinking Darrell. Is if I bring a box of blue bag and folks recycle what they can into those bags and toss them into the bins then the problem shouldn't be a problem other than sorting the black bags from the blue ones. And it should be ok or so I hope. I've sent you a copy of the bin contract so see if you can make heads or tails out of it if you wish.
